Natascha Finnerty
Founder & Principal
Ms.
Finnerty, founder and principal, has 20 years experience
in on-site compliance assessments conducted in 13 countries
over four continents. She is also a sales associate
for an export automation software company, OCR Services,
Inc., which automates export compliance and international
documentation processes.
Recognized
in her field in export compliance auditing, DLX accepts
most of its new clients following a compliance assessment.
Based on the written findings, Ms. Finnerty leads the
establishment of export procedures and preparation of
procedures manuals or quality documentation. Ms. Finnerty
has passed the Lead Assessor class in ISO 9000.
Prior
to establishing her consulting practice, Ms. Finnerty
was employed by the U.S. Department of Commerce, Washington,
DC and was directly involved in the Internal Control
Program Guidelines and as an auditor of the Special
Licensing Division. Ms. Finnerty was also an instructor
for their national training seminars. In the private
sector, she has been requested to be a public speaker
at numerous seminars on export compliance for international
trade associations and most recently, the Massachusetts
Bar Association.
EDUCATION
Ms. Finnerty holds a Bachelor of Science degree from
the University of Massachusetts, attended courses in
the master’s program in international business,
George Washington University, Washington DC, prior to
relocating to New England. She passed the Lead Assessor
class in ISO 9000.

Council, member. She studied and worked in Europe for
four years and is fluent in French and German. Proficient
in AllClear.
Richard L. Ferro
Mr. Ferro has over 30 years combined experience managing government procurement and export compliance programs. He served a full career in the US Air Force, holding several key mid and executive level leadership positions. His post Air Force career includes 11 years with Motorola Inc. Information Systems Group, Mansfield MA as Director, Federal Compliance, Internal Controls Manager, and Export Compliance Program Manager. After leaving Motorola in 2000, Richard joined a small Massachusetts R&D and manufacturing firm, with domestic and international sales, AOtec LLC, serving as Contracts Manager until 2004.
Richard has been self employed since 2004. His company, RLF Management Services LLC, provides government contract and export compliance program management consulting and training.
Richard holds a Bachelors degree in Mathematics from the University of Rhode Island, a Masters in Business Management from the University of Northern Colorado, and a Graduate Certificate in Business Ethics from Bentley College. He also holds a Certified Professional Contracts Manager (CPCM) certificate and National Fellow Award from the National Contract Management Association (NCMA).
Jane Hill
Jane Hill, Principal, specializes in Letter of Credit preparation and presentation, freight loss, damage, and shortage claims, and international and domestic transport and regulatory issues. Ms. Hill held a position in logistics and export administration for a large manufacturing company for over 25 years and had served as the Regional Director of the former Shippers National Freight Claims Council.
Laura Spear
Laura Spear provides export consulting, product management, and business development for our clients. Laura’s particular skills are in the creation of and revisions to Export Compliance Systems and export licenses and agreements. Laura receives regular training in both commercial and military export regulations.
Laura has more than 20 years experience in the high tech industry, including management positions in both hardware and software companies. As a consultant, she has designed and executed change management programs and integrated company acquisitions for high tech companies. A results-oriented professional with both strategic thinking and detailed project management skills, Laura easily manages both content and processes to work for common goals, across organizations of all sizes.
Jacqueline Wilson
CISSP-Certified Information Systems Security Professional
Jacqueline Wilson, Natascha Finnerty's twin sister, has recently joined DL
Exports as a security and IT subject matter expert. She has 27 years
experience in the high tech industry, mostly in AIX development at IBM
working on computer security and networking solutions. She was a Senior
Technical Staff Member and security architect for AIX. She is also ISO 9000
lead assessor trained, and is very familiar with many security standards
such as Payment Card Industry (PCI) standards, HIPAA, Sarbanes Oxley (SOX),
Controlled Objectives for IT (CoBIT) and Common Criteria and can help
companies achieve compliance and learn best practices. At IBM, she led
efforts to certify AIX by Common Criteria and FIPS. She has background in
cryptography, and implemented the cryptographic portions of AIX's VPN
software. Jacqueline can aid companies in completing export questionnaires,
especially in the area of cryptography. She also aids in reviewing good
security practices necessary for compliance in ITAR and export regulations.
She has also worked in the semiconductor industry in the Computer Aided
Design Group and Motorola and at a medical group at Siemens.
Jacqueline has a BSE from Princeton University in Electrical Engineering and
Computer Science. She received her MBA at St. Edwards University in Austin.
She is a member of Society of Women Engineers and Women in Technology
International, as well as International Software Security Association. She
is the inventor on 7 patents at IBM and has written numerous technical
articles. Like her sister, she speaks German and French, and enjoys
traveling.
